BAGHDAD?? A Shiite extremist group handed over a simple wooden casket containing the remains of the last U.S. soldier missing in Iraq, a prominent Iraqi lawmaker said Monday, drawing a close to a case that has anguished the American's family since his 2006 disappearance.

Shiite lawmaker Sami al-Askari, a close ally of Prime Minister Nouri al-Maliki, said the remains of Staff Sgt. Ahmed al-Taie were turned over last week as part of a prisoner exchange agreement between the Iraqi government and the militant group Asaib Ahl al-Haq.

The Pentagon confirmed Sunday that it had recently received remains that were verified as al-Taie's. But al-Askari's comments provide the first confirmation that Asaib Ahl al-Haq, an Iranian-backed insurgent group, was responsible for the 2006 kidnapping of al-Taie after the Iraqi-born soldier sneaked out of the heavily guarded Green Zone in Baghdad to visit his wife and family on a Muslim holiday.

Al-Askari said Asaib Ahl al-Haq last week acknowledged killing al-Taie within a year of his October 2006 abduction. He said he did not know exactly when al-Taie was killed.

In an interview with The Associated Press, al-Askari said he supervised the negotiations for al-Taie's body and was present when Asaib Ahl al-Haq turned over a simple wooden casket containing the remains to Iraqi authorities on Feb. 22. He said the casket was immediately transferred to the U.S. Embassy in Baghdad.

"The Iraqi authorities did not open the casket, which was not heavy," al-Askari said. He said the negotiations for al-Taie's body had been taking place "for a while."

Al-Taie moved to the United States at age 12 after his family left Iraq in the late 1970s, when Saddam Hussein was ascending to power. His family described him as a pilot and airplane mechanic who lived with his parents in Ann Arbor, Mich.

He met his wife during a trip to Iraq shortly after Saddam's fall from power in 2003. In December 2004, he joined an Army reserve program for native speakers of Arabic and other strategic languages, and deployed a year later to Iraq, where he worked with a Provincial Reconstruction Team in Baghdad until he was kidnapped in 2006.

At the time he was seized, kidnappings for ransom or political motives, mostly of Iraqis but also many foreigners, were common. The February 2006 bombing of a Shiite mosque by Sunni insurgents caused retaliatory bloodshed to spiral, and death squads roamed Iraq's streets.

The Pentagon has said it recently received remains that have been confirmed as al-Taie's at the U.S. military mortuary in Dover, Del. It offered no details, and the U.S. Embassy in Baghdad referred questions Monday to the Pentagon.

A U.S. official with knowledge of the situation said al-Taie's body arrived in Dover Feb. 25 and his family was notified early on Feb. 26. The official spoke on condition of anonymity because the sensitivity of the details of family notification.

Al-Askari said al-Taie's remains were handed over as part of an amnesty exchange agreement with Asaib Ahl al-Haq, under which the group will not face criminal prosecution or penalties if it disarms or turns over prisoners.

"There will be no persecution or legal measures against the Asaib people in the case of al-Taie," al-Askari said.

Al-Taie's uncle, Entifadh Qanbar, expressed resigned dismay Monday that al-Taie's killers might not be punished, but said he had not yet been notified by any government about the circumstances surrounding the killing.

"I have to see the details but I don't think a murder should stand without the law taking place," Qanbar said Monday in a telephone interview from Dubai, United Arab Emirates. "Everybody who commits murders should face court."

He indicated that Iraqi authorities should take responsibility for prosecuting the killing. "I don't know if the United States could do anything without the Iraqis," Qanbar said.

This infraction has occurred in the state of Florida. The ticket was issued by a Red Light Camera (the automated cameras at intersections).

I received a notice of violation for running a red light. The light had only been red for .2 seconds! The person driving the car did not want to slam the breaks...

I was not the driver of the vehicle when the incident occurred. I was reading the back of the notice and was planning on signing an affidavit stating that I was not the driver of the vehicle at the time of the infraction.

One line reads in bold, "If you assert that the vehicle was in the care, custody, or control of another person, you must provide the name, address, date of birth, and if known the driver's license number of the person who leased, rented, or otherwise had care, custody, or control of the vehicle..."

The person that received the ticket has never received a speeding ticket or has been in an accident for six years. I do not want to "rat" out the person driving the car.

So my question is that do I LEGALLY have to provide the information of the person that was driving the car?

Updated at 3:16 p.m. ET: VIENNA -- Iran has rapidly ramped up production of higher-grade enriched uranium over the last few months, the U.N. nuclear agency said Friday, in a confidential report that feeds concerns about how quickly the Islamic republic could produce an atomic bomb.

The report by the International Atomic Energy Agency also said Iran had failed to give a convincing explanation about a quantity of missing uranium metal. Diplomats say the amount unaccounted for is large enough to be used for experiments in arming a nuclear missile.

"The Agency continues to have serious concerns regarding possible military dimensions to Iran's nuclear program," the Vienna-based U.N. body said in a quarterly report about Iran issued to its member states.

Israel, which has threatened Iran with pre-emptive strikes on its nuclear sites, had no immediate comment on the report. Germany, which has backed tough new sanctions on Iran, said it was further cause for concern.

"Germany is very concerned about the latest report from the IAEA. We think Iran should understand the key to ending sanctions is in their own hands, they have a duty to cooperate with the international community," said German Foreign Minister Guido Westerwelle.

The Islamic republic's rapid expansion of work which can have both civilian and military purposes underlines that it has no intention of backing down in a long-running row with the West that has sparked fears of war in the Middle East.

Tehran says its nuclear program is exclusively for civilian purposes and denies it aims to make atomic weapons.

Iran thwarted investigation into nuclear program, UN watchdog says

The confidential IAEA report said Iran has, since late last year, tripled output of uranium refined to a level that brings it significantly closer to potential bomb material, an official familiar with the agency's probe said.

Making clear the two sides were far apart, it said there were major differences on how to tackle the issue and that Iran had dismissed the IAEA's concerns as "unfounded." No further meetings are planned.

The setback increased concerns of a downward spiral towards conflict between Iran and the West, and sent oil prices higher.

IAEA Director General Yukiya Amano urged Iran in the report to provide "early access" to Parchin, a military site near Tehran seen as central to the agency's investigations into possible military aspects of Iran's nuclear work.

The failure of the two-day IAEA visit could hamper any resumption of wider nuclear negotiations between Iran and six world powers - the United States, China, Russia, Britain, France and Germany - as the sense grows that Tehran feels it is being backed into a corner.

The IAEA report said Iran had carried out a significant expansion of activities at its main enrichment plant near the central city of Natanz, and also increased work at the Fordow underground facility.

Enriched uranium can be used to fuel nuclear power plants, which is Iran's stated aim, or provide material for bombs if refined much further, which the West suspects is Tehran's ultimate plan.

At Natanz, the IAEA report said 52 cascades - each containing around 170 centrifuges - were now operating, up from 37 in November.

At Fordow, almost 700 centrifuges are now refining uranium to a fissile concentration of 20 percent and preparations are under way to install many more, the report said.

Fordow is of particular concern for the West and Israel as Iran is shifting the most sensitive aspect of its nuclear work - refining uranium to a level that takes it significantly closer to potential bomb material - to the site.

Estimated to be buried beneath 80 meters (265 feet) of rock and soil, it gives Iran better protection against any Israeli or U.S. military strikes.

The report said Iran had now produced nearly 110 kg of uranium enriched to 20 percent since early 2010. Western experts say about 250 kg is needed for a nuclear weapon, although it would need to be enriched much further.

An IAEA report in November suggested Iran had pursued military nuclear technology helped to precipitate the latest sanctions by the European Union and United States.

Iran last month said it had started to refine uranium to a fissile concentration of 20 percent - compared with the 3.5 percent it mainly produces at Natanz and which is used for nuclear power plants - at Fordow.

Nuclear bombs require uranium enriched to 90 percent, but Western experts say much of the effort required to get there is already achieved once it reaches 20 percent concentration, shortening the time needed for any nuclear weapons "break-out."

The symposium, "Autism: Genetic, Epigenetic and Environmental Factors Influencing Neural Networks," will be held Feb. 18. The researchers, both affiliated with the UC Davis MIND Institute, are Isaac Pessah, director of the UC Davis Children's Center for Environmental Health and Disease Prevention and a professor in the UC Davis School of Veterinary Medicine, and Janine LaSalle, professor in the Department of Medical Microbiology and Immunology and in the Rowe Program in Human Genetics.

A news briefing on the symposium will be held at 9 a.m. on Feb. 19 in Room 221 on the second Level of the Vancouver Convention Center.

Autism is a heterogeneous set of developmental disorders with complex etiologies. The goal of the symposium is to present a multidisciplinary perspective on how genetic, epigenetic and environmental factors can interact to promote autism risk. Other presenters will include symposium co-organizer Cindy Lawler of the National Institute of Environmental Health Sciences, Scott Selleck of Pennsylvania State University and Pat Leavitt of the University of Southern California.

Pessah, the symposium organizer, will address how understanding how low-level chemical exposures influence molecular, cellular and behavioral outcomes relevant to the development of autism will enlighten geneticists, neuroscientists and immunologists about autism's complex etiologies, and possibly yield novel intervention strategies. The inherent imbalances in neuronal connectivity in children at risk for autism are likely to provide the biological substrate for enhanced susceptibility to environmental triggers that are known to target signaling systems. He also will discuss how recent results from studies conducted by investigators at the UC Davis Center for Children's Environmental Health highlight examples of gene/environment interactions relevant to autism risk.

LaSalle will discuss her recent research into a particular flame-retardant chemical persistent in the environment, and how genetically engineered autism mice exposed to the substance were less fertile and their offspring were smaller, less sociable and demonstrated marked deficits in learning and long-term memory, when compared with the offspring of normal unexposed mice.

The research is the first to link genetics and epigenetics with exposure to a flame retardant chemical. Other findings of the research are that female offspring of mice exposed to BDE-47 spent half as much time interacting with other mice in a 10-minute sociability test when compared with controls. The reduced sociability in BDE-47 exposed females corresponded to reduced DNA methylation in females, regardless of genotype. Needs and Uses: The Commission will submit this information collection to the Office of Management and Budget (OMB) as a revision after this comment period to obtain the three year clearance from them.

In response to the events of September 11, 2001, the Federal Communications Commission (Commission or FCC) created an Emergency Contact Information System to assist the Commission in ensuring rapid restoration of communications capabilities after disruption by a terrorist threat or attack, and to ensure that public safety, public health, and other emergency and defense personnel have effective communications services available to them in the immediate aftermath of any terrorist attack within the United States. The Commission submitted, and OMB approved, a collection through which key communications providers could voluntarily provide contact information.

The Commission?s Public Safety and Homeland Security Bureau (PSHSB) updated the Emergency Contact Information system with a Disaster Information Reporting System (DIRS) that uses electronic forms to collect Emergency Contact Information forms and through which participants may inform the Commission of damage to communications infrastructure and facilities and may request resources for restoration. The Commission updated the process by increasing the number of reporting entities to ensure inclusion of wireless, wireline, broadcast, cable and satellite communications providers.

The Commission is now requesting revision of the currently approved collection. In recent years, communications have evolved from a circuit-switched network infrastructure to broadband networks. The Commission is seeking to extend the Disaster Information Reporting System to include interconnected Voice over Internet Protocol and broadband Internet Service Providers. Increasing numbers of consumers, businesses, and government agencies rely on broadband and interconnected VoIP services for everyday and emergency communications needs, including vital 9-1-1 services. It is therefore imperative that the Disaster Information Reporting System be expanded to include these new technologies in order for the Commission the gain an accurate picture of communications landscape during disasters.
