York County approves new deal with nursing home union
The agreement with Pleasant Acres includes 2.75 percent wage increases for 2012, 2013 and 2014.
York, PA -More than one year and eight months after the previous contract expired, county commissioners on Wednesday approved a four-year collective bargaining agreement with the union for Pleasant Acres Nursing and Rehabilitation Center.
"We have been working on this for over two years. ...We really got down to business over the past couple months," Kristy Bixler, director of human resources for the county, told commissioners Wednesday morning, adding that they started negotiations in 2010.
The agreement takes effect retroactively, beginning Jan. 1, 2011, and runs through Dec. 31, 2014. And Bixler said there are about 390 bargaining members who work at Pleasant Acres.
For 2011, the agreement includes no wage increases. But it includes 2.75 percent wage increases for 2012, 2013 and 2014.
"With the rising costs of gasoline, to get back and forth to work, the rising costs of food, ... with the costs of everything going up -- it's necessary just to maintain a decent standard of living for our members and their families," said Herbert C. Garber, recording secretary and business agent for Teamsters Local 776, which represents workers under the contract.
Bixler said the contract provides a second health insurance options for employees. And she said that the second "lesser plan" is the only one new hires can choose.
She said they were "able to increase prescription co-pays to match non-bargaining employees."
Bixler said they also instituted another personal holiday, "which will hopefully save on some holiday costs for the nursing home, where employees would be able to take a day off rather than have Columbus Day as an actual holiday."
Bixler also said the contract contains language that would allow the county to review changing retirement benefits for new hires.
"There hasn't been any change to the retirement benefits at this point," Bixler said after the meeting.
The previous contract covered Jan. 1, 2007, through Dec. 31, 2010. York County Chief Clerk/Administrator Chuck Noll said the new agreement reflects economic conditions in York County.
"So I think it's an excellent resolution to our ... negotiations," Noll said.

On the issue of wages, the agreement that county commissioners approved Wednesday resembles one of the recommendations from an Oct. 31, 2011, fact-finder's report.
The report states that the union was seeking a 4 percent wage increase each year, while the county proposed no increase for 2011, a 1.5 percent increase for 2012, a 1.5 percent increase for 2013 and a 2 percent increase for 2014.
The fact-finder's report recommended a wage freeze for 2011 and 2.75 percent wage increases for 2012 and 2013.
"A total increase of 5.5 (percent) over three ... years represents a balance between the County's need to be fiscally conservative while providing bargaining unit members with modest increases over the life of the contract," State College lawyer Robert C. Gifford, who was appointed by the Pennsylvania Labor Relations Board as the fact-finder, wrote at the time.
Shortly after the report was completed, Teamsters Local 776 rejected it.
Wages weren't the only issue being negotiated. That report included recommendations on paid time off, shift differentials, hospitalization and life insurance, and other issues.

Affiliate Marketing ? How to Grow With Personal Branding!
Firstly, what is this animal called ?Affiliate Marketing??
Affiliate Marketers are those guys and gals who sell other companies? products and services to earn commission payments. The Affiliate Marketers market these products/services either with free or paid marketing promotions ? such as adverts, email marketing, weblinks ? and make their money back from sales. As a result, the Affiliate Marketing Companies don?t have to spend much on marketing themselves ? as this is taken care of by the Affiliates. Should be a win-win situation, as long as the Affiliates are selling, and earning well from the sales.
What?s good about it?
Well, it?s easy money, or should be! The products/services have been created, manufactured and/or stocked by other companies, and in some cases, the Internet Marketing promotional content has been prepared for you as well. As an Affiliate Marketer, you simply have to promote these products/services and as long as customers buy them, you?ll earn commission. Usually customers buy direct from the Affiliate Companies (with commission being paid automatically to the Affiliate Marketer who referred the customer), so Affiliates don?t have to have payment processing facilities or handle any stock.
What are the downfalls?
Affiliate Marketing Companies will usually take on as many Affiliates as they can, often with the view that the more Affiliates promoting their products out there, the better. Problem is the market (on the Internet) can become flooded with lots of people promoting the same products/services over and over, which might reduce the Affiliate Marketers? chances of being individually successful. For example, if you?ve signed up to quite a few newsletters or free ebooks recently, you may then be accosted with the same email autoresponder messages, from a few different people, all trying to sell you the same products/services (because they?ve all signed up as Affiliates promoting the same products/services).
Also, often Affiliate Marketers will use the original Affiliate Marketing Companies? template websites/lead capture pages and autoresponder emails, because it?s convenient ? these are often pre-prepared by professional copywriters and may be available to the Affiliate Marketers for free or as part of the Affiliate membership package. The Affiliate Companies will often claim high conversion rates with the use of their promotional material/content, which further encourages the Affiliates to use these. Unfortunately this means a lot of the same marketing promotional stuff out there, and no Affiliate will stand out as different from the next Affiliate.
So then ? how to stand out from the crowd as an Affiliate Marketer?
Personal branding and offering unique added value is the way to go ? if you think about it, your particular personality and skills are really the only things you have that are uniquely different to anyone else on the Internet, so use them to your advantage!
Personal Branding means building up your presence as an expert on subjects related to what you?re selling or on the art of Affiliate Marketing (depending on your target market). You then build relationships with your potential customers/list and promote yourself and your knowledge/expertize/understanding to help others, rather than marketing your Affiliate products/services upfront. The idea is that customers will grow to know, like, trust and respect you ? and thus will come to want to buy what you are selling because they trust your solutions to their problems.
You can add value by offering information, expertize, solutions, empathy and understanding to your target market ? via personal contact (emails) and your individualized websites/blogs.
Choose the products/services you will be promoting carefully ? and around a theme, so that your potential customers are offered a full range of everything they need (and you get to gain because customers will often buy something else related to what they?ve just bought, if you sell it too).
What does this mean for Affiliate Marketers?
It means preferably don?t use the standard template Affiliate Company websites/lead capture pages and pre-prepared autoresponder emails; or if these are working for you to some degree, then supplement these with personalized contact with your list, to build strong relationships with these potential customers.
It also means more work! Work on building relationships with your list, work on increasing your knowledge and expertize and sharing it with others, work on creating a personalized space on the Internet where you can showcase your uniqueness and your ability to help others ? via your own website or blog.
Make sure you?re promoting quality products and services that really do work in the way promised to your customers, and market these in a way that fits with your personality. This means your list will get to know you, perceive how you are different from other marketers, and sense how valuable you are to them in a multitude of ways.
Ultimately, all of this should mean more money for you, the Affiliate Marketer! Maybe not as quickly as you hope, because building up a unique online presence, growing a list of potential customers, and becoming known, liked and respected, all takes time. But there are Affiliate Marketers out there, who experienced a ?eureka? moment, where after a lot of hard work, it all started happening very quickly for them. The common denominator for most of them was their personalized marketing and relationship building, and that their customers had got to know and like them over time.

Data Stories: Annicka Campbell on the Digital Love Project

While I was perusing social data proposals for SXSW panels, I came across the Digital Love Project submission. ?The Digital Love Project is a study of the full life cycle of romantic partnerships through ethnographic analysis of digital-social picture and video sharing. Through review of thousands of visual-social data points ? from first glance to ultimately tying the knot ? we observe trends about romantic partnerships that change the way we think about driving relevance.? I thought this would make a great Data Story, so I reached out to one of the researchers, Annicka Campbell of SapientNitro, for an interview.?
1. What was the genesis of deciding to do the Digital Love Project?
My co-author Melissa Read and I both have backgrounds in the social sciences ? I was trained as an anthropologist, and Melissa has a PhD in digital marketing psychology. We?re both fascinated by the behavioral implications of social media, and so a few months ago we decided to embark on an ethnographic analysis of romantic partnerships as expressed through social. Our theory was that our findings would illuminate new ways for marketers to build more meaningful relationships and experiences for consumers online. It?s been a pretty fun (and often funny) experience, and we?re hoping that this combination of marketing insight and humor could translate really well for SXSW Interactive attendees.

2. How has displaying relationships on social media changed how people behave?
Great question. Since the term ?relationship? is so broad, we?ve focused on analyzing people in serious romantic relationships. We found that the relationship sharing process has become somewhat standardized; we identified a set of relationship milestones that couples are almost expected to share in social. This could mean posting joint vlogs or ?selfies,? crowdsourcing engagement proposals, or having wedding attendees post with a customized hashtag. We?ve even seen instances of people updating their Facebook relationship statuses at the alter, which is obviously on the far end of the spectrum. Call them the digital rules of engagement, perhaps. We actually think that these behaviors are making romantic relationships more interactive and collaborative than ever before. Of course, there can be negative implications of this behavior, as well.
3. What social media publishers get the most love from those in love? What channels are people using to display their love?
This is such a great question. What we?ve found is that it often hinges on age ? age of those in-love, and the age of the relationship. For teenagers, tools like Tumblr and Facebook provide a very public space to flirt and date in the passive presence of their friends, which I think is really important at that age. What really surprised us is that this is also true for more mature people.
Right now, we?re really focusing on the impact of geo-location in romantic relationships in our analysis. A few years ago I met an ex-boyfriend through Twitter?s ?Nearby Tweets? feature. It was really convenient, initially, because he lived across the street from me! Of course, when we broke up, the geolocation API haunted me every time I left my apartment (at least for a few weeks).

4. By studying Facebook relationship changes, researchers were able to find out that breakups spiked highest around the holidays. What are some of the interesting takeaways you?ve learned about relationships by studying them online?
I loved the findings of David McCandless and Lee Byron?s project ? and of course, how beautifully those findings were visualized. Some of what we?ve found is similar, particularly during wedding season, back-to-school season, and spring break.
We also found that social media is being used a feedback tool for people in relationships. This might mean instagramming a photo of a dinner cooked together as a way to express appreciation to them. Conversely, this could also mean using Facebook to give negative feedback to your significant other. I?m fascinated by the way some couples use social media tools like Tumblr as sort of a ?relationship backchannel? where they document and discuss the life they share together, with both their online and offlline friends. I think that our long national obsession with the negative effects of oversharing and narcissism online is passing. We increasingly view social media as tools to grow meaningful relationships, and perhaps even contribute something of value to our culture. Just look at Facebook introducing a same-sex marriage status option a few months ago.
5. What do you want people to take away from what you learned, especially marketers? How do marketers reach in-love couples besides targeting wedding ads at the newly engaged?
We?ve found that there are very tactical takeaways for marketers as it relates to engaged couples. As the economy continues to improve, we?ve seen that the wedding industry has really rebounded, as well ? we spend $74 billion dollars per year on weddings, and that fact alone has obvious implications for marketers within that industry. We?re seeing event marketers using Pinterest to drive sales, planners using tools like Evernote to make the planning process more collaborative, and photographers incorporating Instagram into their toolkit.
Again, the tactical implications for that industry are interesting, but we?re trying to think even bigger. The idea that social media are being used as to establish, build and optimize romantic relationships in new and innovative ways ? well, switch out ?romantic relationships? with ?consumer-brand relationships? and we have the beginning of a really interesting discussion

Is a Science Ph.D. a Waste of Time?
What does a doctorate do for you these days?

Few people spend 11 years in college. Most stay for four or five before the urge to leave campus and earn a salary kicks in. Barring a thesis defense meltdown, I'll be one of about 50,000 graduate students across the United States and Canada to get a Ph.D. in science this school year. After seven years in graduate school, I'm left wondering if the time and effort was worth it. What do scientists do these days, anyways?
According to several recent reports, not much. The problem, stated last month in the Washington Post, is that academic jobs have all but disappeared. A 2011 report in Nature concurs: ?People who have trained at great length and expense to be researchers confront a dwindling number of academic jobs, and an industrial sector unable to take up the slack.? A 2010 article in the Economist subtitled ?Why doing a PhD is often a waste of time? is even more damning of doctorates. To be fair, that article targeted all Ph.D.s, but the reporter made science doctorates seem particularly worthless, writing that she ?slogged through a largely pointless PhD in theoretical ecology.? After crunching the numbers and talking to about a dozen people with science doctorates, though, I?ve concluded that for everything these accounts get right, they get just as much wrong. In short, science Ph.D.s are just about the last group of people the media should be worrying about. Let me explain.
Almost everyone agrees that academic jobs in the sciences are scarce. Over the past 40 years, the number of doctorates pumped out by universities each year in the United States has increased while the number of academic positions has declined. There are more people with Ph.D.s and fewer professorships. As Nature reported, in 1973 about 55 percent of people with doctorates in the biological sciences got stable academic jobs; in 2008, the National Science Foundation pegged that number at 14 percent. Across all scientific fields, NSF data suggest that only about 23 percent of Ph.D.s land tenure or tenure-track positions at academic institutions within three to five years of finishing grad school. If you assume that every science Ph.D. wants a career in academia, this seems like a dismally low employment rate. But academic jobs aren?t as coveted by people trained in science as you might think.
A 2012 study examined the career preferences of more than 4,000 biology, chemistry, and physics Ph.D. students at top-ranked American universities. When asked to ignore actual job availability and rate a range of careers, only about 50 percent gave an academic research career the highest rating; more than 40 percent gave top marks to research jobs in the private sector, while about 30 percent thought working for a startup would be pretty great. (The numbers add to more than 100 percent because the students were allowed to give high marks to multiple occupations.)
Although it?s unknown how these preferences translate into the careers people actually pursue, the implication is that only about half of doctoral science students are really gunning for academic positions. NSF data support this. In 2010, about 50 percent of new science Ph.D.s went on to do postdoctoral research at a university?the contract job long considered a necessary step for landing a professorship.
There have almost always been more doctorates than academic positions, and Ph.D.s, unlike J.D.s and M.D.s, have a long history of pursuing a range of careers after their training. A science Ph.D. is still an attractive credential outside of the university. According to a 2008 survey by the NSF (a summary is available here), there were about 662,600 work-ready science Ph.D.s in the United States, and only 11,400 of those people were unemployed. That?s an unemployment rate of 1.7 percent.
Of course, some of those jobs have disappeared since the NSF survey was taken. The pharmaceutical industry, the Washington Post reported, has cut scores of chemists. Even so, the American Chemical Society told me the unemployment rate among its Ph.D. members is 3.4 percent this year, down from 3.9 percent last year. During these rough economic times, the unemployment rate of scientists in one of the hardest hit fields is less than half the national average. Why? Because scientists learn more in graduate school than how to peer into microscopes and pour chemicals ever so carefully from one Erlenmeyer flask to another. As one biologist told me, the statistics and computer programming she learned during her degree can be applied just about anywhere. More generally, scientists know how to solve complex problems, and finishing a doctoral dissertation shows that you can get things done.

I have been a vocal advocate for the Zune HD, check my list of links below for related articles, and thus I was disappointed to receive the email you see below that informed me of several features that will no longer be available for the Zune. The one that has the biggest impact for me is the loss of Apps for the Zune HD.Thanks to Grahm Skee's Twitter post I found where the Zune HD apps are stored and now have all of them archived in case I need to get them back on my Zune HD in the future.
The Zune HD is a fabulous device and should have been a success for Microsoft. I think a lack of marketing and too much focus on comparing it to the iPod touch killed it. If you look at the Zune HD by itself, including the compelling subscription feature that it turns out people do actually want (look at success of Spotify and Rdio today), then it is easy to see it is a great device and service.

Songs that you purchased, streaming and downloading as a part of the Zune Music Pass and ability to use your Zune HD will not change. Other than apps, most of the changes deal with music videos, which I never used. Here is the list of features that will no longer be available:
- Sending and receiving messages, inviting friends, sharing the songs, playlists, and albums you are listening to, and viewing past play history
- Mixview playback and channel playlists
- Apps for Zune HD
- Purchasing music videos or streaming them as a part of Zune Music Pass from the Zune PC software
- Re-downloading, re-activating, or re-licensing previously purchased music videos if / when you upgrade your PC
If you have a Zune HD then I recommend you grab all the apps you can and then visit c:/users/[username]/appdata/local/microsoft/zune/applications on your computer to archive the Zune apps (appear as .zcp files).

Health officials probe virus exposure at Yosemite
FRESNO, Calif. (AP) ? Two more Yosemite National Park visitors have been found with a mouse-borne virus blamed for the deaths of two people, bringing the total number of infections to six, state health officials said.
The new discoveries were made during the agency's investigation into cases of hantavirus pulmonary syndrome at the famed park, California Department of Public Health Anita Gore spokeswoman said.
The infections spurred park officials to close 91 tent cabins at Curry Village in Yosemite Valley, where five of the six infections occurred. Gore said one of the infected people may have been in another area of the park.
"Our investigation is trying to determine which area of the park that person visited," she said.
Over the past three weeks, two people have died of hantavirus pulmonary syndrome after staying in cabins at Curry Village in Yosemite Valley.
Park officials said the double-walled design of the cabins that were closed Tuesday made it easy for mice to nest between the walls. The disease is carried in the feces, urine and saliva of deer mice and other rodents.
The illness begins as flu-like symptoms but can quickly affect the lungs. It can take up to six weeks to incubate.
Five of the people who fell ill are known to have stayed in the tent cabins in June or July, and warnings have gone out to visitors who stayed in Curry Village in June, July or August.
The hantavirus outbreak occurred despite efforts by park officials to step up protection efforts last April. A 2010 report from the state health department warned park officials that rodent inspection efforts should be increased after a visitor to the Tuolumne Meadows area of the park fell ill.
The new hantavirus policy, enacted April 25, was designed to provide a safe place, "free from recognized hazards that may cause serious physical harm or death."
It came after the state report revealed that 18 percent of mice trapped for testing at various locations around the park were positive for hantavirus.
"Inspections for rodent infestations and appropriate exclusion efforts, particularly for buildings where people sleep, should be enhanced," it said.
In 2009, the park installed the 91 new, higher-end cabins to replace some that had been closed or damaged after parts of Curry Village, which sits below the 3,000-foot Glacier Point promontory, were determined to be in a rock-fall hazard zone.
The new cabins have canvas exteriors and drywall or plywood inside, with insulation in between. Park officials found this week when they tried to shore up some of the cabins that mice had built nests in the walls.
The deer mice most prone to carrying the virus can squeeze through holes just one-quarter-inch in diameter. They are distinguished from solid-colored house mice by their white bellies and gray and brown bodies.
The park sent warning emails and letters Wednesday to another 1,000 people who stayed in tent cabins, after officials found that a computer glitch had stopped the notices from going out with the original 1,700 warnings Monday. The warning says anyone with flu-like symptoms or respiratory problems should seek immediate medical attention.
In 2011, half of the 24 U.S. hantavirus cases ended in death. But since 1993, when the virus first was identified, the average death rate is 36.39 percent, according to the Centers for Disease Control.

WASHINGTON (AP) ? Earlier this week NASA safely landed a robotic rover on Mars about 150 million miles away. But on Thursday here on Earth, a test model planetary lander crashed and burned at Kennedy Space Center in Florida just seconds after liftoff.
The spider-like spacecraft called Morpheus was on a test flight at Cape Canaveral when it tilted, crashed to the ground and erupted in flames. It got only a few feet up in the air, NASA said.
NASA spokeswoman Lisa Malone said it appears that the methane-and-liquid oxygen powered lander is a total loss. Nobody was hurt in the unmanned experiment and the flames were put out, she said.
NASA suspects a mechanical device that is part of its GPS navigation system, spokeswoman Brandi Dean said.
So far NASA has spent $7 million on the Morpheus program, but that includes parts for a still-to-be-built second lander.
Morpheus is a prototype for a cheap, environmentally friendly planetary lander. Thursday was the first time it had been tested untethered in a free flight. It had performed 19 flights at Johnson Space Center in Houston, where it was designed and made, and one more in Florida, but it was always tethered to a crane, Dean said.

HIGH POINT, N.C. (AP) ? In Paul Ryan's high-energy debut as Republican vice presidential candidate, Mitt Romney's campaign made one thing clear: Romney's ideas rule, not his running mate's.
Romney put gentle but unmistakable distance between his agenda and Ryan's hot-potato budget proposals on Sunday as the new team soaked up excitement from partisans in North Carolina and Ryan's home state of Wisconsin.
He walked a careful line as he campaigned with Ryan by his side in North Carolina, singling out his running mate's work "to make sure we can save Medicare." But the presidential candidate never said whether he embraced Ryan's plan himself.
Democrats weren't about to let them off that hook.
President Barack Obama, attending campaign fundraisers Sunday in Chicago, tagged Ryan as the "ideological leader" of the Republican Party.
"He is a decent man, he is a family man, he is an articulate spokesman for Gov. Romney's vision but it is a vision that I fundamentally disagree with," Obama said in his first public comments about Ryan's selection.
Earlier, Obama's senior campaign adviser David Axelrod deemed Ryan's budget "the Ryan-Romney plan" and cast the new addition to the Republican ticket as a choice "meant to thrill the most strident voices in the Republican Party, but it's one that should trouble everybody else ? the middle class, seniors, students."
During the Republican primary, Romney had called Ryan's budget a "bold and exciting effort" that was "very much needed."
Ryan proposed to reshape the long-standing entitlement by setting up a voucher-like system to let future retirees shop for private health coverage or choose the traditional program ? a plan that independent budget analysts say would probably mean smaller increases in benefits than current law would provide.
Romney and Ryan, in their first joint television interview Sunday, were clearly mindful that some of Ryan's proposals don't sit well with key constituencies, among them seniors in critical states like Florida and Ohio. Each man sought to reassure older voters they wouldn't take away their benefits, with Ryan saying his mother was "a Medicare senior in Florida" and Romney vowing there would be "no changes" for seniors currently counting on the popular federal program.
"In America, the nature of this country has been giving people more freedom, more choices," Romney said in an interview with CBS' "60 Minutes." "That's how we make Medicare work down the road."
Romney aides, echoing talking points they circulated to party leaders and operatives, praised Ryan's budget work, but sought to draw a distinction between his ideas and Romney's.
"Gov. Romney is at the top of the ticket," Romney spokesman Kevin Madden told reporters Sunday. "And Gov. Romney's vision for the country is something that Congressman Ryan supports,"
On CNN, Romney senior adviser Ed Gillespie said Romney would have signed Ryan's proposed austere budget if it landed on his desk as president. But he also emphasized that Romney would "be putting forward his own budget" if he wins the election.
Romney's selection of Ryan has jolted the presidential contest, until now one that had done little to draw the public's attention, and set the contours for the fall campaign: Romney as a proponent of a friendlier business climate seeking to revitalize the economy and rein in federal spending and Obama casting himself as a defender of middle-class families and federal spending on health care, retirement pensions and education.
The running mate pick also shifted the campaign debate, at least temporarily, to the pressing economic challenges facing the country ? a debate both Romney and Obama have said they wanted to have even as the dialogue had spiraled into nasty, personal attacks. Sunday was a marked departure from the previous week, when the race for the White House devolved into name-calling and accusations of lying from both campaigns.
Three months from Election Day, polls find Obama with a narrow lead over Romney, though the race remains tight in key battleground states. And while Ryan's selection raised the role of government spending and Medicare in the election, the fundamentals of the campaign remained unchanged: a race defined by a weak economy and high unemployment, measured most recently at 8.3 percent in July.
Romney, seeking to pull his campaign out of a summer slump, appeared to relish in campaigning alongside the youthful and energetic Ryan.
"This is Day Two for me," a gleeful Romney told a campaign rally in Moorseville, N.C. "This is Day Two on our comeback tour to get America strong again, to rebuild the promise of America." He meant a comeback for the country, but that could apply as well to his campaign.
The duo blitzed through North Carolina ? a competitive battleground state in the November election ? as part of a multistate bus tour. The pair was ending the day in Waukesha, Wis., with a homecoming-themed event for Ryan. Romney then planned to head to Florida and Ohio as the week begins, while Ryan was scheduled to travel to Iowa on Monday as the ticket looked to cover as much ground as possible.
For Ryan, the weekend of campaigning was a chance to make a first impression on many voters. A recent CNN/ORC international poll found a majority of voters had no opinion of the congressman, an up and comer in Washington but far from a household name. Nearly 40 percent had never heard of him and 16 percent weren't sure what they thought of him.
The 42-year-old congressman embraced the attack dog role traditionally assumed by the No. 2 on the ticket. He said Obama had turned his 2008 campaign slogan of "hope and change" into "attack and blame."
"We're not going to fall for it," Ryan told a crowd of 5,000 in High Point, N.C.
Obama's campaign had already been trying to tie Romney to Ryan's tough budget blueprint even before the Wisconsin congressman emerged as a contender for the GOP ticket. Democrats believe seniors, those nearing retirement and middle-income voters will view Ryan's long-term budget plan remaking Medicare and cutting trillions in federal spending as a threat to their financial security.
Campaign officials were readying state-specific strategies aimed at seniors in Florida and Ohio, and also planned to court young people and military service members who they believe will be turned off by other elements of Ryan's proposed budget cuts.
As chairman of the House Budget Committee, Ryan is the primary author of conservative tax and spending proposals that the tea party-infused Republican majority approved over vigorous Democratic opposition in 2011 and again in 2012.
They envision transforming Medicare into a program in which future seniors would receive government checks that they could use to purchase health insurance. Under the current program, the government directly pays doctors, hospitals and other health care providers.

Other elements of the budget plan would cut projected spending for Medicaid, which provides health care for the poor, as well as food stamps, student loans and other social programs that Obama and Democrats have pledged to defend.

Republicans say Ryan could help put Wisconsin, which traditionally has voted Democratic in presidential campaigns, in play and that the Catholic Midwesterner also could appeal to blue-collar voters whom Romney, a Mormon and multimillionaire, has struggled to reach in Iowa and elsewhere.
Obama's campaign had no plans to start running new television ads in Wisconsin following Ryan's pick. Officials said they didn't think Ryan was popular enough statewide to swing Wisconsin toward the Republican ticket.
Obama's campaign argues Ryan's budget could be a powerful campaign tool for the president n states like Pennsylvania and Iowa, in addition to Florida and Ohio.
